Lucknow | Lucknow University entered a new chapter of academic leadership with Professor Jay Prakash Saini assuming charge as its Vice-Chancellor on January 14, 2026. A seasoned academician and administrator, Prof. Saini brings with him more than 38 years of distinguished experience in higher education, research, and university governance.
Known for his calm leadership and deep understanding of academic systems, Prof. Saini joins Lucknow University after serving in several prestigious roles across leading institutions in India. Before this appointment, he held the position of Vice-Chancellor at Madan Mohan Malaviya University of Technology (MMMUT), Gorakhpur, and Netaji Subhas University of Technology (NSUT), New Delhi. He also shouldered the additional charge of Vice-Chancellor, Delhi Technological University (DTU) for two years, reflecting the trust reposed in him by academic and administrative authorities.
A Career Spanning Teaching, Research, and Governance
Prof. Saini’s academic journey is marked by both depth and diversity. He served as Director (HAG Scale) at the then Netaji Subhas Institute of Technology, New Delhi, Director of Dr. Ambedkar Institute of Technology for Divyangjan, Kanpur for two terms, and Principal of Madan Mohan Malaviya Engineering College, Gorakhpur. He also held additional charge as Principal of MKREC of Information Technology (now Government Engineering College), Azamgarh. Currently a Professor of Electronics and Communication Engineering at Bundelkhand Institute of Engineering and Technology (BIET), Jhansi, Prof. Saini has remained deeply connected to teaching despite holding top administrative positions.
Strong Academic Credentials
Prof. Saini completed his B.Tech in Electronics Engineering from KNIT Sultanpur in 1987, M.Tech in Electrical Engineering from IIT Kanpur in 1996, and earned his Ph.D. in Electronics Engineering in 2001 from KNIT Sultanpur/Dr. RML Avadh University (now Ayodhya). His academic grounding and research orientation have shaped his approach to leadership over the decades.
Contributions to Examinations, Reforms, and National Bodies
He has played a key role in major examination reforms, serving twice as Coordinator of the Uttar Pradesh State Entrance Examination (2008 and 2015) and earlier as Coordinator of SEE Online Counselling (2004–2008). He also served as Additional Controller of Examinations at Uttar Pradesh Technical University (now AKTU).
At BIET Jhansi, Prof. Saini handled several critical responsibilities including Head of Department, Dean (Research & Development), TEQIP Project In-charge (World Bank), Training and Placement Chairman, and RUSA Coordinator. His expertise has been widely sought across institutions such as AKTU Lucknow, CSJMU Kanpur, BU Jhansi, Jamia Millia Islamia (JMI), MNNIT Allahabad, DTU, NSUT, IGDTUW, University of Delhi, GGSIPU, and several government engineering colleges. He has served as a member or chairperson on boards of studies, academic councils, senates, governing bodies, executive councils, and planning boards.
Research Excellence and Global Academic Engagement
An accomplished researcher, Prof. Saini has published over 225 research papers in reputed international and national journals, conferences, book chapters, and patents. He has supervised 33 Ph.D. and M.Tech scholars and serves as a reviewer for multiple international journals. His research work in semiconductors, digital transmission, and mobile communication has been published by leading global publishers such as Springer, Elsevier, and IEEE. He has also played a significant role in promoting innovation and entrepreneurship, having served as Director of Incubation and Innovation Foundations (Section 8 companies) at DTU, NSUT, and MMMUT.
