TGT and LT Grade Teacher Recruitment: TET Made Mandatory – High Court

Decision comes on plea challenging eligibility criteria in UPPSC advertisement

The Allahabad High Court has ruled that for new TGT (Trained Graduate Teacher) and LT Grade teacher recruitments, passing the Teacher Eligibility Test (TET) will be mandatory. The court directed that TET be included as an essential qualification for teacher recruitment.
Hearing a petition filed by Jagdish Yadav and others, a division bench comprising Justice Arvind Singh and Justice Prashant Kumar directed that TET be treated as an essential qualification in line with the provisions of the Uttar Pradesh Subordinate Educational (Trained Graduate Category) Service Rules, 1983.
The plea had challenged the LT Grade teacher recruitment advertisement issued on July 28, 2025, by the Uttar Pradesh Public Service Commission, alleging lack of clarity regarding the nature of posts and eligibility conditions.
The court noted that the advertisement failed to clearly specify whether the recruitment pertained to classes 9–10 or other levels. It also questioned the rationale of the commission’s stand, observing that while there may be adequate teachers for higher classes (9 to 12), vacancies continue to exist at lower levels.
The petitioner further argued that with the discontinuation of the Certificate of Teaching (CT) grade, LT Grade posts are effectively being treated on par with TGT positions, thereby necessitating TET qualification.
Taking note of these submissions, the court directed the authorities to rectify discrepancies in the advertisement and ensure transparency in the recruitment process. It reiterated that TET qualification must be made compulsory for such appointments.
The ruling is expected to have wide-ranging implications for future teacher recruitments in the state.
