Lucknow University PhD Rule Change: Affiliated College Teachers Barred from Doctoral Programs

New 2026 Ordinance Sparks Concern as Colleges Face Strict Research Norms and Possible Protests

In a major policy shift, Lucknow University has revised its PhD regulations, making teachers from affiliated undergraduate colleges ineligible to pursue doctoral programs under the new 2026 ordinance.

The decision, approved during the recent Academic Council meeting, is expected to impact several institutions across the city, including Krishna Devi Girls College and Shashi Bhushan College.

While the move restricts individual eligibility, the university has opened a new pathway for affiliated and PG colleges to offer PhD programs—but only under strict conditions.

As per the guidelines:

  • Research will be allowed only in subjects already offered at UG or PG level
  • Colleges must have at least two permanent faculty members in the concerned subject
  • Adequate library and research infrastructure is mandatory

To ensure compliance, a university-appointed committee, led by the Vice-Chancellor or nominee, will verify all facilities. The panel will also include the Head of Department and subject experts.

Research Centers Under Scrutiny

Colleges planning to establish research centres must submit applications through the department head. Approval will depend on the committee’s recommendations, followed by mandatory reviews every two years. The process will be finalized only after payment of prescribed university fees.

Tension Builds Among Teachers

The decision has triggered concern among faculty members. The teachers’ body LUACTA has warned of protests if earlier assurances are not honored.
